I have had Windows 10, 64 bit since the end of August and recently I noticed that Windows Defender is 'turned off' and will not allow me to turn it on. When I searched for it and clicked the icon, I got a message in a little pop-up window that says 'This app has been turned off and isn't monitoring your computer.' It does this even if I 'run as administrator'. If I go to Settings, Update & Security, Windows Defender, I see the Real-time protection is turned on and greyed out so I can't do anything, yet everything else says it's off. Does anyone have any ideas on this? Very strange.

And just today another strange thing happened. I was on a webpage with a few windows open in other tabs, using the Edge browser, and all of a sudden they just all closed. When I clicked to reopen my browser, they opened in a tiny little window, with a few tabs. Very strange.

When I try to access Windows Defender through the Start menu or via the Control Panel, I get a message:-
'Windows is Turned off by Group Policy. Windows Defender won't provide protection against harmful or potentially unwanted software and it won't send you alerts because it is off. To protect your computer against harmful or potentially unwanted software, contact your system administrator to enable Windows Defender via group policy'
Now I'm the administrator, I don't remember disabling or switching off WD and wish to know how to enable it.. Can anyone help?

The Group Policy is it referring to is probably the value DisableAntiSpyware under HKLMSoftwarePoliciesMicrosoftWindows Defender in the registry.
Just delete that value and Windows Defender should work again.

Having trouble finding 'HKLMSoftwarePoliciesMicrosoftWindows Defender' nearest I can find is:- HKEY_CURRENT_USERSoftwarePoliciesMicrosoft but there is no 'Windows Defender' part to it. I got this from regedit is that the place to look?

Windows Defender acts as the first line of defense against any malware, spyware infections that might have affected your computer. Microsoft provides this free anti-malware program to customers using Windows 10/8/7/Vista. It allows end-users to schedule a scan or manually run a quick, full or custom scan.
However, sometimes, a user may experience issues enabling Windows Defender application in Windows. He may find that his Windows Defender is turned off or not working. Also, if your Windows Defender disables itself automatically – every time you start your Windows computer, or at any time randomly when you are working on your PC, here are a few things you may want to investigate.
This article explains you the troubleshooting procedure to resolve the same.
Windows Defender is turned off or not working
You may receive a message: Windows Defender has been turned off, and it isn’t monitoring your computer.
If you have another antivirus software installed, it will turn off Windows Defender. But if you do not and yet, then you might want to carry out the following troubleshooting steps:
1] Check if you have all the latest Windows Updates installed, including having the latest version of Windows Defender and its definitions.
2] Did you uninstall any security software recently – especially Norton or McAfee? If so maybe its partial uninstallation is causing issues. Use McAfee Consumer Products Removal Tool or some antivirus removal tool to ensure that you have even removed its remnants.
3] Have you checked your computer for malware? Or did you just recover from a malware attack? I suggest you download and run a stand-alone portable antivirus scanner and run an offline scan from your USB – or else use an online antivirus scanner service to scan your PC.
4] Open Action Center and see if you can enable Windows Defender.
5] Run services.msc to open Services Manager. Ensure that the Windows Defender service is started and set to Automatic.
6] If Windows Defender Service (WinDefend) or Windows Defender Network Inspection Service (WdNisSvc) of Windows Defender keeps stopping, turning off or could not start,
Re-register the following dll files and see if it helps you. Run each command in an elevated command prompt one after the other and hit Enter:
You can use our freeware FixWin to reset Windows Defender to default settings.
7] Run regedit and navigate to the following key:
HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindows Defender
Here ensure that the value of these DWORDS is 1 : DisableAntiSpyware and DisableAntiVirus.
If it is 0, then you will have to use our freeware RegOwnit to take ownership of these Registry keys and then change its value from 0 to 1. RegOwnit allows you to take ownership of a Windows Registry key using Administrator, Home Users or the current Logged On User account.
8] It may also happen that Windows Security Center may prompt you to “Check Settings” for the Malware Protection, and when you click the “Turn on now” button, it may show an error that says “There are no new definitions available to download for Windows Defender“.
It may be possible that the issue may have been caused due to an inconsistent WMI repository. Restarting the WMI repository should thus help resolve the issue.
Open Command Prompt as an Administrator. Type the following command and hit Enter:
If you get a message “WMI repository is not consistent“, run the following command:
This will perform a consistency check on the WMI repository and resolve the issue. Restart your machine.
Try enabling Windows Defender now.
If you get the following message instead, winmgmt /salvagerepository is failed, ignore this message, and again run “winmgmt /salvagerepository“. This time, it should help.

Step 1: Open the Local Group Policy Editor.
Press Win+R to open Run dialog, then type in gpedit.msc, then press Enter.
Step 2: In the left pane of Local Group Policy Editor, navigate to the location below.
Computer Configuration/Administrative Templates/Windows Components/Windows Defender/Real-time Protection
In the right pane of Real-time Protection, double-click on the Turn off real-time protection policy to edit it.
Windows Defender alerts you when malware or potentially unwanted software attempts to install itself or to run on your computer. To enable Real-time protection: Select Not Configured or Disabled, click on OK. Windows Defender will prompt users to take actions on malware detections.
If you select enabled option, Windows Defender will be turned off and will not prompt users to take actions on malware detections.
When finished, close Local Group Policy Editor.

While this isn't a permanent solution, it's the best option to disable the Windows 10 antivirus to perform specific tasks.
How to disable Windows Defender Antivirus using Group Policy
On Windows 10 Pro and Enterprise, you can use the Local Group Policy Editor to disable Windows Defender Antivirus permanently using these steps:
After you complete the steps, the default antivirus for Windows 10 will be permanently disabled on your device. However, you'll notice that the shield icon will remain in the taskbar, but this is expected because the icon is part of the Windows Security app, not from the antivirus.
If you change your mind, you can always re-enable Windows Defender Antivirus using the same instructions, but on step No. 5, make sure to select the Not Configured option, and restart your device to apply the changes.
How to disable Windows Defender Antivirus using Registry
Alternatively, if you don't have access to the Local Group Policy Editor, or you're running Windows 10 Home, you can still modify the Registry to disable Windows Defender Antivirus permanently.
Warning: This is a friendly reminder that editing the Registry is risky, and it can cause irreversible damage to your installation if you don't do it correctly. It's recommended to make a full backup of your PC before proceeding.
To disable Windows Defender Antivirus permanently modifying the Registry, use these steps:
Once you complete the steps, Windows Defender Antivirus will no longer protect your system against malware.
If you want to revert the changes, you can use the same instructions, but on step No. 6, right-click the DisableAntiSpyware key and select the Delete option.
Recommendation
While there are multiple methods that you can use to disable Windows Defender Antivirus on Windows 10, we don't recommend using a computer without anti-malware software.
However, you may come across some situations when disabling the feature could be the best action. If you're installing third-party anti-malware, you don't need to disable Windows Defender Antivirus, as it'll be disabled automatically during the installation process.
